Senate report says FEMA should be dissolved: Contends we're not prepared enough for hurricane season

WASHINGTON -- A Senate inquiry into the government's HurricaneKatrina failures ripped the Bush administration anew Thursday andurged the scrapping of the nation's disaster response agency. Butwith a new hurricane season just weeks away, senators conceded thatfew if any of their proposals could become reality in time.
